General Dynamics C4 Systems, Inc., Scottsdale, Ariz., was awarded an indefinite delivery/indefinite quantity contract, using Firm-Fixed Price (FFP) task orders, for Defense Information System Network Enhanced Mobile Satellite Services (EMSS) Equipment on November 21, 2007. This award is made on behalf of the Defense Information Systems Agency. The contract has a one-year base period with four one-year option periods. The estimated cost for the entire 5-year period is $81,596,000 million. This contract will provide equipment, provisioning, invoicing, record management and customer care for users of the DoD Gateway. The Contractor shall support Type I securable hand held, Government User Terminals. The Government User Terminal will be capable of supporting user selected, clear and encrypted end-to-end voice communications. The requirement was not solicited on a full and open competition basis pursuant FAR 6.302-1 [10 U.S.C. 2304 (c)(1)], only one responsible source. A pre-solicitation notice was posted on FedBizOpps.
