Canadian Commercial Corp., Ottawa, Ontario, Canada, is being awarded a $7,600,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for the procurement of Enhanced Combat Optical Sights - Carbine (ECOS-C). The ECOS-C is a variable power, optical day scope with illuminated reticle for use on carbine rifles. Reticles are ballistic drop compensated for various calibers of carbine rifles. The manufacturer is Raytheon Canadian Ltd., ELCAN Optical Technologies Division, Midland, Ontario, Canada. Work will be performed in Midland, Ontario, Canada, and is expected to be completed by August 2019. Fiscal 2016 operation and maintenance (Defense) funds in the amount of $148,870 will be obligated at time of award, with $124,058 expiring at the end of the current fiscal year. This contract was not competitively procured and is being issued on a sole-source basis in accordance with the statutory authority of 10 U.S. Code 2304(c)(1) as implemented by Federal Acquisition Regulation 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements.
